Mission: In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.Geneva Call consists of many diverse nationalities, cultures, languages and opinions. Role
Geneva Call is seeking a highly adept Conflict Analysis and Liaison Officer for a six-month consultancy to strengthen our operational capacity in Ukraine. This integral role entails thorough identification, strategic mapping, and insightful analysis of significant stakeholders defined by Geneva Call’s mandate, as well as building and maintaining robust relationships with these entities. The Liaison Officer will facilitate seamless communication and negotiation with stakeholders, thereby enhancing our mission's effectiveness in promoting respect for international humanitarian norms. Your keen understanding of the Ukrainian context and your prowess in diplomacy will be instrumental in navigating the dynamic and complex landscape of this role.
Main activities
Identification, Mapping, and Conflict Analysis
- Identify, map, and continuously update a comprehensive stakeholder analysis of key actors in the Ukrainian context per the mandate of Geneva Call.
- Keep abreast of the evolving dynamics of the conflict, identifying new stakeholders, and providing information that may be relevant to Geneva Call's operations.
- In collaboration with Geneva Call, conduct an in-depth conflict analysis, understanding the roots, dynamics, actors, and potential resolution strategies. Provide regular reports with actionable recommendations.
Stakeholder Analysis
- Provide regular analytical reports on the context, capacities, and potential impact of identified stakeholders.
- Predict and interpret changes in the context and stakeholders' actions, offering insights for Geneva Call's strategy and approach.
Relationship-Building
- Establish and maintain relationships with key stakeholders and facilitate relationship-building between these groups and Geneva Call.
- Conduct regular meetings and discussions with Geneva Call and agreed stakeholders to facilitate dialogue, negotiation, and cooperation.
- Support the management of any conflicts or misunderstandings that may arise, ensuring that relations remain cordial and constructive.
Other Duties
- Any other tasks requested by the Country Director limited to the scope of the consultancy and with agreement from the consultant.
Main qualifications
- Bachelor's degree in a related field. Advanced degree preferred.
- A minimum of 5 years' experience in a similar role in Ukraine, preferably with field experience.
- Comprehensive understanding of the humanitarian context in Ukraine.
- Excellent negotiation and relationship-building skills.
- Proficiency in English and Ukrainian.
- Strong analytical skills, with the ability to provide meaningful insights and recommendations.
- Ability to navigate sensitive and complex issues diplomatically and professionally
